I. Start of ”I&I Laboratory”   

In 2003, the welfare system for people with disabilities underwent major changes. The so-called “treatment system” was basically eliminated, and under the new system, clients were able to choose welfare services based on their own. Our office seized the opportunity and started as “I&I Laboratory”, which is an appropriate service provider in Kunitachi City.

  Even though it has been a slow process over the years, various conditions have been met to enable people with disabilities to live in the community. Based on the improvements to the basic requirements for both the medical care and pension systems have made it possible to live in the community to a certain extent (e.g., drastic improvements to the public transportation systems and cityscapes). However, the enhancement of the long-term care system is thought of as even more important and has been sought after for many years. I think it is fair to say that the implementation of the new care system was right on time.

    In addition, in the year 2000, the care-giving insurance system was launched and then after the issue of “caregiving” became socially recognized. With the spread of the new implemented system, it became important to address the inherent problems at the base of caregiving in regards to the workforce and their treatment. Furthermore, the recognition of “caregiving” as a profession is still far from sufficient. We believe that it is important to improve working conditions in order to secure human resources who can meet the standards of a “caregiver” in terms “quality”.

We, the staff who belong to the caregiving field, are aware of our “pride,” “motivation,” and “responsibility,” and we are determined to do our jobs with self-confidence.

 We will continue to make efforts to strengthen the paradigm of “independent living” in the community by not only continuing to practice care management by people themselves with disabilities, but by also taking into account the many years of experience and achievements we have accrued.
